Tweak for notification center, use Bulletin you can:
1.Enable pull down notification center at lockscreen.
2.Add close box to notification banner, quick close banner.
3.Make transparent background.




Changes:
- top shelf: hide NC widgets above NC, pull down reveal widgets
- swipe to delete：add require comfirm setting
- swipe to delete：add remove badge setting
- swipe to delete：can mark Messages as read
- clear section：can remove badges and mark Messages as read
- custom no Notifications text
- optimize banner close box
- other optimizations and improvements
